Bangladesh NGOs Network for Radio and Communication (BNNRC)
is a National Apex Body on Community Media Development. It has been working for
Building a Democratic Society based on the Principles of Free Flow of
Information, Equitable & Affordable Access to Information &
Communication Technology (ICT) for remote marginalized and disadvantaged
populations since 2000.
BNNRC’s approach to media development is both
knowledge-driven and context-sensitive, and it takes into account the
challenges and opportunities created by the rapidly changing media environment.
The purpose of BNNRC is to increase knowledge and awareness about the Fourth
Industrial Revolution and to regularly update policymakers and stakeholders
about the rapidity and changeability of the multifaceted impact of the Fourth
Industrial Revolution.
BNNRC is in Special Consultative Status with the Economic
and Social Council (ECOSOC) accredited with World Summit on the Information
Society (WSIS), SDGs Media Compact of the United Nations, and UN WSIS prize
winner 2016, Champion 2017, 2019, 2020, and 2021 for media development.
BNNRC has been started a systematic SDGs localization
process for supporting community people to achieve the SDGs through Community
Radio Broadcasting since 2016. BNNRC is Connecting and Empowering Voices for
Just, Inclusive and Peaceful Society through creating an Enabling Environment
to fight against poverty and injustice to contribute to sustainable inclusive
development through SDG:16. The main objective of the intervention men and
women are empowered and connected to making a just, inclusive, and peaceful
society. The CSOs Institutions and other actors are engaged in public debate
and policy advocacy for a peaceful and inclusive society. The Voice and
participation of the youth and vulnerable communities in the localization of
SDG-16 are enhanced and amplified.

Conduct an Audience Survey of Community Radio Listeners.
[A Study on the radio listeners, living 17 Community Radio
Stations Areas in Bangladesh]
Overview of survey:
Bangladesh NGOs Network for Radio and Communication (BNNRC)
is a National Networking organization working on Community Media for
Building a Democratic Society based on the Principles of Free Flow of
Information, Equitable and Affordable Access to Information &
Communication Technology (ICT) for remote and marginalized population. For the
last couple of years BNNRC is working to develop the capacity and strength of
community media sector by initiating different types of programs.
As result 17 Community Radio station is on air and 16 New
CRS are waiting for on air. Currently 17 Community Radio Stations are on-air in
the country, aiming to ensure empowerment and right to information for the
rural community. They are broadcasting altogether 135 hours program per day on
information, education, local entertainment and development motivation
activities. Around 1000 Youth Women & Youth are now working with those
Stations throughout the country as rural broadcasters. 17 community radio stations
presently cover more than 6.18 million listeners of 115 upazilla of 29
districts (partial). For their outstanding contributions and efforts, the CR
Broadcasters have received various national, international and local awards for
developing creative radio programs. As a result, the communities living in
these radio coverage areas are getting information to overcome
their voice and information poverty and they have started to concern about
their socio-cultural rights and raise voices in this regard. Community Radios
now have considered as one of the vital tool for achieving Sustainable
Development Goals (SDGs) along with other development agendas.
At the beginning, before broadcasting community radio
programs, BNNRC carried out a baseline of survey in 2009 for addressing the
communities need and expectation from their respective CRSs, which included
1000 sample respondents randomly selected from various upazilas in 10 districts
of Bangladesh (14 CRSs got license from the government during this survey).
Basing on this survey, all CRSs, later produced and broadcast programs in line
with their respondent’s preferred content and formats including listening time.
Since community radio is audience-oriented, the radio
stations should be familiar with its stakeholders and be able to identify who
they really are. Lack of assessing about the audience needs in CRSs areas is a
barrier for effective promotion of community radio or media of the country.
Survey Objectives:
Specifically, the assessment of this proposed survey will be
considered into the following issues:
Study Areas:
The study area will cover 17 Community Radio Station
operational areas in Bangladesh.
Duration of the Assessment:
The entire process of audience survey, including preparation
of the report will be completed by 31 st October 2017.
Specific Tasks Required from the Consultant
The contracted consultant will be required to work in close
coordination with BNNRC and 17 Community Radio Stations Broadcaster, listeners
group within the broadcasting area.

Quotation for Baseline Survey

is a National Networking organization working on Community Media for
Building a Democratic Society based on the Principles of Free Flow of

Communication Technology (ICT) for remote and marginalized population. For the
last couple of years BNNRC is working to develop the capacity and strength of
community media sector by initiating different types of programs.
Recently BNNRC in collaboration with Democracy International
is going to implement a project on Strengthening Resilience to Violence
and Extremism through Community Radio in Bangladesh as pilot basis.
The goal of the project is strengthening community
resilience in preventing and countering violent extremism, with the objectives;
– To enhance the skill of young community radio broadcasters
to address violent extremism
– To upgrade the understanding of rural community people
regarding countering violent extremism.
In the beginning of the project implementation, BNNRC will
initiate to conduct a baseline survey in the selected two Community Radio
Station areas under the project.
The objective of this survey is to find out the level of
knowledge of the listeners on violent extremism and their opinions. Therefore,
all relevant Consultants/Researchers/farms are being invited to submit
quotations to conduct the baseline survey. The required criteria are given
below;
