Bangladesh NGOs Network for Radio and Communication (BNNRC) is accredited to participate in the work of the Open-Ended Working Group on the security of and in the use of information and communications technologies 2021-2025.

BNNRC has been supporting multi-stakeholders in Bangladesh in identifying and advancing ideas about Security and in the use of information and communications technologies and practical actions since 2003.

Recently BNNRC is accredited to participate in the work of the Open-Ended Working Group on the security of and in the use of information and communications technologies 2021-2025.

BNNRC’s approach to media development is both knowledge-driven and context-sensitive. It considers the challenges and opportunities created by Bangladesh’s rapidly changing media environment, including community radio broadcasting development and giving voices to the voiceless.

BNNRC is in Special Consultative Status with the Economic and Social Council (ECOSOC) accredited with World Summit on the Information Society (WSIS), SDGs Media Compact of the United Nations and UN WSIS prize winner 2016, Champion 2017, 2019, 2020 & 2021 for media development and contribute to the digital transformation.

In line with article B. An Information Society for All: Key Principles and B5. Building confidence and security in the use of ICTs and C5. Building confidence and security in the use of ICTs in the UN WSIS Plan of Action and 12. Confidence and security are among the main pillars of the Information Society according to the UN Building confidence and security in the use of ICTs in the Declaration of Principles: Building the Information Society: a global challenge in the new Millennium of UN WSIS Plan of Action.

Bangladesh NGOs Network for Radio and Communication (BNNRC) is one of the co-founding member of the Bangladesh Working Group on World Summit on the Information Society in 2002.

BNNRC is also one of the co-founders of the Bangladesh Internet Governance Forum since 2006 to bring people together from various stakeholder groups as equals, in discussions on public policy issues relating to the Internet in Bangladesh.

Now BNNRC’s interventions are aligned with the UN WSIS Action Lines, SDGs & the Office of the Secretary General’s Envoy on Technology. BNNRC intervention supports the implementation of the United Nations Secretary General’s Roadmap for Digital Cooperation and the United Nations Secretary General’s report: “Our Common Agenda”.

The government of Bangladesh has identified cybersecurity as one of the most serious economic and national security challenges that the country is facing. As a step towards Government’s commitment to strengthening national cybersecurity, Bangladesh Cybersecurity Strategy 2021-2025 has been formulated to support the four pillars of the Digital Bangladesh initiative, which are Digital Government, Human Resource Development, IT Industry Promotions, and Connectivity & Infrastructure.

BNNRC is promoting Security and in the use of information and communications technologies through

Bangladesh Parliamentarians’ Caucus on Internet Governance, Digital Economy & Media Development

Apart from this BNNRC has been organizing the Journalist Security and Safety training, providing fellowship in line with the media development in Bangladesh and providing technical cooperation to the Bangladesh Parliamentarians Caucus on Internet Governance, Digital Economy & Media Development at Bangladesh Parliament.

The primary purpose of the Bangladesh Parliamentarians’ Caucus on Internet Governance, Digital Economy & Media Development is to discuss Internet governance, digital economy and media development and inform policymakers by bringing together Government, Parliamentarians, practitioners, technocrats, officials, academia, business, technical communities, and civil society & tackling digital policy issues of Bangladesh concern and fostering digital cooperation.

BNNRC’s representatives have been participating in UN IGF/WSIS and other UN meetings regularly and translate knowledge from regional and global IGF levels and incorporate global knowledge to national and regional levels through Bangladesh School on Internet Governance and other forums.

About the Open-ended Working Group (OEWG)

The first, second and third substantive sessions of the Open-ended Working Group (OEWG) on the security of and in the use of Information and Communications Technologies (ICTs) 2021-2025 took place in a challenging geopolitical environment with rising concern over the malicious use of ICTs by State and non-state actors.

At these sessions, States reaffirmed the consensus report of the 2021 OEWG on developments in the field of ICTs in the context of international security1 and the consensus reports of the 2010, 2013, 2015, and 2021 groups of governmental experts (GGEs).2 States recalled and reaffirmed that the reports of these Groups “recommended 11 voluntary, non-binding norms of responsible State behaviour and recognized that additional norms could be developed over time”, and that “specific confidence-building, capacity-building and cooperation measures were recommended”. States also recalled and reaffirmed that “international law, in particular the Charter of the United Nations is applicable and essential to maintaining peace, security and stability in the ICT environment”.

States also recalled the consensus resolutions of the General Assembly in which States agreed they should be guided in their use of ICTs by the OEWG and GGE reports.4

In recognition that substantive discussions under the OEWG will continue until the completion of its mandate in 2025, this first annual progress report of the Group is not intended to be a comprehensive summary of discussions by States which are ongoing but aims to capture concrete progress made at the OEWG to date, with a focus on the proposals by States as well as next steps of the OEWG.

This progress report will be submitted to the General Assembly pursuant to the OEWG mandate in resolution 75/240.

Bangladesh NGOs Network for Radio and Communication (BNNRC) and United Nations Office for Disarmament Affairs (UNODA)

Bangladesh NGOs Network for Radio and Communication (BNNRC) is on the way to building relations with the United Nations Office for Disarmament Affairs (UNODA) in line with the elimination of weapons of mass destruction and the strict control of conventional weapons. To this end, we promote norm-setting and multilateral agreements in the areas of disarmament, arms control and non-proliferation; facilitate dialogue among diverse stakeholders; and advocate for concrete and effective solutions to support sustainable peace and development of UN ODA mission.

BNNRC is including the disarmament education issue in BNNRC’s ongoing intervention in line with the Security of and in the Use of Information and Communications Technologies.
