Bangladesh NGOs Network for Radio and Communication (BNNRC) Joined the Paris Committee on Capacity-building (PCCB) of UNFCCC

Bangladesh NGOs Network for Radio and Communication (BNNRC) has joined the Paris Committee on Capacity-building (PCCB) of UNFCCC as a member organization from Bangladesh.

Created in 2015, the Paris Committee on Capacity-building (PCCB) addresses current and emerging gaps and needs in implementing and further enhancing capacity-building in developing countries. The PCCB has been tasked with managing and overseeing the capacity-building work plan for the period 2016-2020 (1/CP.21 para 73) and will play a key role in ensuring coherence and coordination in capacity-building activities under the Convention.

Vision is the PCCB supports a coherent and consistent institutional architecture for climate-related capacity-building for developing countries. Its guidance facilitates the design and implementation of effective and sustainable capacity-building efforts that avoid duplication and fragmentation of actors’ efforts in assisting countries in building their climate capacity.

Mission is the mission of the PCCB is to identify capacity gaps and needs and potential solutions, including enhancing the coherence and coordination of capacity-building efforts related to climate change. The PCCB fosters collaboration between actors at all levels (local, national, regional and global), strengthening networks and partnerships to enhance synergies and promote knowledge- and experience-sharing. Through its platform for capacity-building guidance and its communication tools, the PCCB facilitates access to information and knowledge for enhancing climate action in developing countries and for measuring progress on capacity-building to ensure continuous improvement over time.

The PCCB Network is envisioned as a voluntary association of interested stakeholders engaged in climate-related capacity-building who can share information on good practices of their work, contribute to the work of PCCB in fulfilling its mandate, and seek to connect with their peers across sectors and regions. The goal of the PCCB Network is to foster synergies and enhance coherence and coordination in capacity-building efforts for climate action.

Activities of the PCCB Network will align with the PCCB’s work areas: Coherence and coordination on capacity-building under and outside the Convention, Identifying capacity gaps and needs in climate change related capacity-building, Awareness-raising, communications and stakeholder engagement on climate change related capacity-building & Cross-cutting issues in climate change-related capacity-building.

The PCCB Network is a work in progress, striving to be a fit-for-purpose platform to enhance climate action for capacity-building in a holistic and systematic way, through the active participation of its members. The development of the Network, therefore, follows a flexible milestone-approach to remain relevant to the current and emerging capacity-building needs and gaps of countries and other actors.

At COP25, the PCCB presented the concept of the Network during a PCCB Network Consultation meeting at the 2nd Capacity-building Hub. On the basis of the feedback gathered during the consultation, the PCCB agreed to launch a one-year pilot phase for the implementation of the Network, starting with an open call for registration in March 2020

The Network will continue to evolve through inclusive processes of consultation and mutual learning. An evaluation of the pilot-phase is set to take place in the first quarter of 2021, and feed into the work of the PCCB and the Network for the way forward. For more information: https://unfccc.int/pccb
